Solved. It has a single bug fix, namely: version 1.8 blocked too many messages directed to the mailing list module. It would not only block list submissions from unauthorized posters, but also subscribe/unsubscribe requests. That’s been fixed, and the new version is available in the same places as 1.8 was.
