Executing spamassassin in user mode caused no problems. It executed the
file and attached headers just fine.
but executing in ROOT mode caused this following error to occur. It
still executed the command and outputted a modified file header so the
application was still affective. It is just finding errors with razor I
think.

It's possible that this is the problem, but I don't know for sure. Certainly, you should make sure that you have a working version of Net::DNS installed.
