Specifically, sa_default_rules_dir and sa_local_rules_dir? Also, what does cgpsa.err say? I am thinking the reinstalling has either overwritten your local.cf or the wrong local.cf is now being read. Check to make sure your original settings are still in the local.cf file. Things like spam status headers, using stars or different characters for spam level, etc are all configured in local.cf.
